A United Nations resolution condemning Iran for violating an arms sanction against Yemen was vetoed by Russian Federation.
Earlier in the month, Britain circulated a draft resolution that would renew sanctions on Yemen for another year and also "condemns" Iran for allegedly breaching the 2015 arms embargo on the country by "failing to take the necessary measures to prevent the direct or indirect supply, sale or transfer" of short-range ballistic missiles, UAVs and other military equipment to Yemen's Houthi Ansarullah movement.
Russian Federation was joined by Bolivia in opposing the resolution, while China and Kazakhstan abstained from voting.
The latest British draft dropped the condemnation and instead expressed concern that United Nations experts monitoring the sanctions reported Iran had violated a targeted arms embargo by failing to stop missiles and unmanned aerial vehicles reaching the Houthis.
Nebenzia noted that Russian Federation wished no misunderstanding on the matter and it fully endorses the majority of the provisions set forth in the resolution, but "cannot concur with uncorroborated conclusions and evidence which requires verification and discussions within the Sanctions Committee".
The U.S. has been lobbying for months for Iran to be held accountable at the United Nations for violating an arms embargo on Houthi leaders.
