NY and surrounding states were gearing up for a second winter storm within a week on Wednesday.

The weather service says precipitation is expected to overspread the area beginning tonight, with a transition from rain to snow by about 10 p.m. The strongest gusts from Quinn are expected near and just inland along the immediate coastline from the Jersey Shore to coastal New England.

"We don't get much snow in Rome, Georgia", said Dalton. "People on the coast and with travel interests in the Northeast should monitor the progress of the potential storm". The Wednesday morning commute could get a bit messy, but overall travel conditions should be OK. Northern York, western Cumberland and southern Oxford counties could see higher amounts.

At times, this snow may fall at the rate of 1 to 2 inches per hour or heavier.

In New Rochelle, New York, homeowner Com Crocker said there were downed power lines in his yard and a massive tree had fallen on the front of his vehicle. With the winter storm warning extended about half of the state is under a warning with the other half, to the south and east, under a winter weather advisory, according to the National Weather Service. The impact on the afternoon rush hour is forecast to be major with heavy or very heavy snow falling across most of the state, several inches of snow on most roads and near blizzard conditions.

A Winter Storm Watch remains in effect from Wednesday afternoon through Thursday evening. Coastal flooding and beach erosion is a concern.

Amtrak said it was cancelling some train services today, and regional rail trains in Philadelphia will operate on a weekend schedule.

Wind will accompany the storm, with the strongest gusts near the coast.

More than a foot of snow is forecast for some interior areas.

Mr. Cuomo said in a briefing on Tuesday that 78,000 people were still without power in ny, which he called "unacceptable".

This time winds will blow briskly from the northeast sustained up to 20 miles per hour with gusts as high as 30 to 40 miles per hour.
