After residents in Asheville, North Carolina were outraged over recently released police camera footage that showed Officer Christopher William Hickman beating Johnnie Jermaine Rush last August, charges were filed against the cop.

Body camera footage from officer Chris Hickman, who was with his trainee Verino Ruggiero, shows that Rush said he was exhausted and told officers to stop harassing him, before the situation escalated to an arrest for jaywalking and trespassing on a parking lot.

Documents released by a North Carolina city show its police department did not properly handle an investigation of the beating of a black man accused of jaywalking by a white officer previous year.

He resigned from the force, but it wasn't until four months later that he resigned at a meeting where the police chief was preparing to fire him.

Last August, a white North Carolina police officer was caught on tape attacking and tasing a black jaywalker, and the officer now faces assault charges, according to CNN.

Rush told the Citizen-Times that Hickman used racial slurs against him as he was being treated for his wounds. However, Hickman, who is White, didn't listen to Rush, who was suspected of jaywalking and trespassing.

District Attorney Todd Williams announced Thursday night that former officer Chris Hickman, 31, is facing charges of felony assault by strangulation, and misdemeanor assault inflicting serious injury and communicating threats.

In the video, an officer trainee tells Rush he already warned him about jaywalking, and that he'll have to write him a ticket or arrest him.

The FBI's investigation is expected to focus on potential civil rights violations.

The video, released in a story by the Citizen-Times last week, shows a police officer punching a man in the head and Tasering the man on the ground. He resigned in January.

Police Chief Tammy Hooper confirmed on Wednesday that Hickman no longer works in the department. "I'm exhausted. I just got off work".

Hickman appeared in court Friday and said he would be retaining a private lawyer, the station reports.

"It doesn't matter to me, man", Rush said.

Attorney James Ferguson, of Ferguson, Chambers & Sumter, is representing the beating victim, Johnnie Jermaine Rush.

The FBI are now investigating the incident.

Once Hickman and another officer caught up to Rush, they slammed him into the ground and started hitting him.

Agents have since interviewed Rush as part of the preliminary investigation and will decide whether to launch a full investigation.
