Gov. Jerry Brown, the self-anointed Savior of the Planet whose decades-long policies are destroying the once-Golden State, is obsessed with climate change and wants to ban the sale of fossil fuel cars in California, while President Trump is trying to secure the border. Other Republican governors not located on the border have also said they would support the effort with troops including Iowa Gov. Kim Reynolds.
The acknowledgment came moments after California announced it would not be sending troops to the border, as requested by the Departments of Defense and Homeland Security, because it considered the work to be too closely related to immigration enforcement.
They will monitor cameras and sensors, provide aerial support, fix roads and vehicles, do administrative work and clear brush - jobs that don't involve law enforcement and won't put them in harm's way, defense and border officials said Monday. DHS and our federal partners are committed to working with the Governor to mobilize the California National Guard to assist DHS' frontline personnel in our vital missions.
Talks are ongoing and the federal government has yet to publicly respond to Brown's demand that troops avoid immigration enforcement or the state's position on avoiding the specific jobs proposed, the officials said.
The California troops are not among the roughly 900 National Guard troops now deployed along the border with Mexico in Texas, Arizona and New Mexico, which all have Republican governors.
Vitiello echoed Trump by saying the National Guard troops would remain at the border until they achieve "operational control".
Officials said they are planning for a mission that would include some 2,000 troops in total. The request involved about 237 Guard members going to the El Centro and San Diego border sectors with specific missions. But while Brown carefully circumscribed his troops' mission, the White House saw it for what it was - California submitting to Trump's command.
The border mission could require up to 4,000 Guard personnel, but Pentagon officials now see a need for about 2,000 Guard members, said Robert Salesses, deputy assistant secretary of defense for Homeland Defense Integration.
Army Lt. Gen. Daniel Hokanson, vice chief of the National Guard Bureau, stressed that Guard personnel will only be performing support operations and not be participating in missions requiring them to be armed.
"Your funding for new staffing will allow the Guard to do what it does best: support operations targeting transnational criminal gangs, human traffickers and illegal firearm and drug smugglers along the border, the coast and throughout the state", Brown wrote in a letter to Homeland Security Secretary Kirstjen Nielsen and Defense Secretary James Mattis, the Times noted.
Brown's office was noncommittal about how numerous 400 additional guardsmen would be sent to the border, The Daily Caller News Foundation previously reported.
As stated by one US official, the California Guard has suggested putting about 40 troops to marijuana eradication across the state. Texas has seen the biggest deployment, with 650 sent to the border, while Arizona has dispatched 250, and New Mexico about 60.
About 900 Guard members from Arizona, New Mexico and Texas have deployed to the southwest border so far to support for U.S. Customs and Border Protection agents.
