JCPOA was implemented in 2016 after five permanent members of UN Security Council, China, France, Russia, United Kingdom and U.S. plus Germany reached an agreement with Rouhani's government to lift global sanctions imposed on the Islamic Republic in exchange for Tehran to curb its nuclear program.

"The U.K. and our European partners continue to view the nuclear deal as vital for our shared security, and remain fully committed to upholding it", British Foreign Secretary Boris Johnson said ahead of the meeting in Brussels.

He said he was "ready for all options", adding: "If the nuclear deal is to continue, the interests of the people of Iran must be assured".

Under the deal signed in Vienna with six world powers - China, France, Russia, the United Kingdom, the US, Germany, and the European Union - Iran scaled back its uranium enrichment programme and promised not to pursue nuclear weapons in exchange for the lifting of economic sanctions.

Iran's Foreign minister Mohammad Javad Zarif arrived in Beijing today on the first leg of a whirlwind diplomatic tour planned to rescue the nuclear deal left on the brink of collapse after the United States pulled out.

"If the government of New Zealand obeys any sanction against Iran, it is not sanction against Iran it is a sanction against the New Zealand companies", Mr Mianji said.

The sanctions will target critical sectors of Iran's economy, including petrochemicals, energy and finance.

When he quit the deal last week, U.S. President Donald Trump gave businesses a maximum of six months to wind up operations in Iran or face penalties under American sanctions.

But the reach of the U.S. financial system, the dominance of the USA dollar, Trump's efforts to weaken the WTO and the presence of European companies' operations in the United States all weaken any potential EU measures.

The White House also has bluntly warned Iran of unspecified consequences should it resume nuclear activities prohibited under the agreement.

While announcing his decision, Trump called the agreement "defective at its core", claiming that after the lifting of the sanctions Tehran "used its new funds to build nuclear-capable missiles, support terrorism and cause havoc throughout the Middle East and beyond".

"The Europeans, after the withdrawal of the USA from the deal, have found themselves forced to save the Joint Cooperative Plan of Action themselves", he added. "Our talks (with the E3) will continue in the next two weeks", he said, referring to Britain, France and Germany.
