Governor Larry Hogan declared a State of Emergency in response to the severe flooding in Ellicott City, and areas across the state.

Brown water rushed through Ellicott City's Main Street, toppling buildings and sweeping up cars. He said he thought the flooding could ultimately be worse than what was seen in Ellicott City in 2016.

On July 30, 2016, stormy weather and flash flood warnings struck Ellicott City hard, leading to flooding that killed two people.

Footage taken by bystanders showed waves of water rushing through the city's Main Street as it engulfed cars and reached as high as six-foot.

The videos and images are quite devastating, especially for a community that endured this only two years ago.

Mr Kittleman said there have been no reports of injuries but added the situation was still developing and more rain is expected. However, Howard County officials tweeted that there was "no call for volunteers or unsolicited donations" immediately, but urged people to look for updates on that front.

Spokeswoman Karen Spicer in Howard County says she has no immediate information of any deaths after flash floods coursed through streets in Ellicott City, Maryland on Sunday. The heavy rain led to evacuations and at least 20 rescues across the region, including several people rescued from a West Baltimore bus, the Baltimore Sun reports.

Just two weeks ago, Hogan announced that the Federal Emergency Management Agency had awarded the state and county more than $1 million to pay for projects aimed at reducing the flood risk in areas around Main Street.

With Ellicott City ravaged by floodwaters for the second time in since 2016, relief efforts are already underway for those businesses and residents affected.

Some Baltimore County roads also have been flooded.

A flash flood emergency was issued in Maryland's Howard County at 4:40 p.m. Just to the south of Ellicott City, radar indicated as much as 7 to 8 inches had fallen - which is an incredible amount of rain in such a short amount of time.

People were evacuated from portions of West End Main Street due to a gas leak; residents were urged to go to The Roger Carter Community Center, at 3000 Milltowne Drive, which was opened up to residents in need of shelter.
