The Alberta government has been putting pressure on BC for the past few months, instituting a boycott on BC wines, raising pro-pipeline billboards in BC, and, most recently, passing legislation that would cut off BC's supply of Alberta oil.

Notley said it might be worth going to the meeting to chastise Horgan if a decision on Trans Mountain were still a long way off, but the deadline is too soon now.

Oates says that with 10 days remaining before the deadline, Notley's only priority is working with the federal government and Kinder Morgan to work on a deal.

From the north, the host of the Western Premiers' Conference, Bob McLeod, was diplomatic in response to Ms. Notley's pending absence.

Plans to triple capacity along the existing Trans Mountain pipeline from Edmonton to Burnaby have pitted Alberta and the federal government against B.C.'s government since January.

With that deadline looming, B.C. business leaders flew to Edmonton last Thursday to show their backing for the project, which would almost triple the flow of diluted bitumen from the Alberta oilsands and increase tanker traffic sevenfold.

Before he left for the meeting, Horgan said he didn't expect tensions over the pipeline to dominate discussions among the premiers.

Alberta Premier Rachel Notley has said she's willing to "turn off the taps" if B.C. doesn't relent and allow the project to go forward or if the federal government doesn't step in and force it to proceed.

"We're going to be introducing legislation shortly which will inflict pain on British Columbia", she said in part.
