Gov. John Kasich has ordered all flags at public buildings and grounds be flown at half-staff Tuesday throughout OH in honor of the Capital Gazette shooting victims in Annapolis, Maryland.

The victims, all employees of the newspaper, have since been identified as Gerald Fischman, Rob Hiaasen, John McNamara, Wendi Winters and Rebecca Smith.

The decision follows a request over the weekend by Annapolis Mayor Gavin Buckley, D, which he said was initially not granted. It was one of three letters Ramos sent before last week's shooting, Anne Arundel County police said Monday.

In 2016, the flag was flown at half-staff 53 times, the report said.

On Friday, a judge ordered that Ramos, 38, remain in custody and be held without bond on five counts of murder as Ramos appeared via a video feed from a detention center.

None of the people involved in the lawsuit were still employed by the newspaper at the time of the shooting.

Trump has often had a contentious relationship with the press, decrying news outlets that cover his administration critically as "fake news" and once calling the media the "enemy of the American people". Later, one of its lawyers called the Capital Gazette's former publisher, Thomas Marquardt, who was in Maryland attending the first of the victims' memorial services. A column by Hartley contended that Ramos had harassed a former high school classmate on Facebook and that he had pleaded guilty to criminal harassment, according to a legal document.

Prosecutors said Ramos barricaded a back door to prevent people from fleeing.

The letter includes a message to Charles Moylan, the Maryland Court of Special Appeals judge who upheld the lower court's ruling throwing out Ramos' defamation case: "Welcome, Mr. Moylan, to your unexpected legacy: YOU should have died".
