Mr Raab said he was confident a deal could be done before the deadline and promised to strain "every sinew" to bring the best possible agreement back from Brussels.

But the United Kingdom had to be prepared with things like allocating money, preparing treaty relations, and hiring extra border staff "so that Britain can thrive, whatever happens", he said.

And he repeated his warning that the United Kingdom could withhold payment of its £39 billion "divorce bill" if the European Union fails to reach agreement on its future trade relationship with the UK.

The bill proposes treating Britain as a European Union country for German domestic purposes in the time between Britain's departure from the bloc on March 30, 2019, and the end of the proposed transition period on December 31, 2020.

Dominic Raab, the new Brexit Secretary after his predecessor quit two weeks ago, said he was still seeking to persuade all members of the Cabinet that Mrs May's plan was the best one to "get the best deal".

There are growing fears now that Britain could leave without any deal, and both sides are stepping up contingency plans.

May will this week meet Austrian Chancellor Sebastian Kurz, Czech Prime Minister Andrej Babiš and Estonian Prime Minister Jüri Ratas.

But he insisted he was working for a deal, telling MPs: "What I'm not going to do is wallow in pessimism about the state of this country in relation to Brexit and we are going to go into these negotiations with economic confidence and political ambition".

"We ought to be trying to reassure citizens on the continent and also here. There is obviously an attempt to try and ramp up the pressure".

Maas said his country "doesn't want a disorderly Brexit".
