Officials said Monday's report is still not a final report, since the plane hasn't been found. Malaysia's government has said it is open to resume searching if credible evidence of the plane's location emerges.

Investigators released a probe report on Monday into the missing Malaysia Airlines jetliner MH370 and said they were unable to determine the cause of one of the world's greatest aviation mysteries.

But apart from listing procedural lapses, the bulk of their report recounted information already released since the jet vanished on a scheduled flight to Beijing from Kuala Lumpur about four years ago.

Kok Soo Chon, the chief investigator, told reporters that the team of 19 global investigators did not uncover evidence that the pilots or any of the passengers could have been behind the disappearance.

"The turn back could not be attributed to an anomalous system", said Kok.

Kok said the investigators examined the history of the pilot and the first officer, and were satisfied with their background and training and mental health, noting that they were well rested and not under financial stress, and showed no evidence of any anxiety or stress.

There was a 2.4-ton shipment of lithium ion batteries on board that had not been scanned because there were no X-ray machines big enough, as well as 4.5 tons of mangosteen fruit. The search was backed by the Malaysian government, which was offering a bounty for the plane if it was found.

Monday's 449-page report offered little to solve modern aviation's biggest mystery - and stopped short of apportioning specific blame.

Malaysia had signed a "no find, no fee" deal with Ocean Infinity to resume the hunt after the official search led by Australia, Malaysia and China was called off in early 2017.

It was the second major search after Australia, China and Malaysia ended a fruitless A$200 million ($147.06 million) search across an area of 120,000 sq km (46,332 sq miles) a year ago.

Burrows, from Queensland, said she felt Malaysian authorities had "fumbled the whole investigation from the start" with delays and confusion. However, investigators say they are confident the aircraft was deliberately flown off course and into the Indian Ocean.

A satellite "handshake" with the plane occurred at 8:19:29, about two hours after the plane was due to land in Beijing, but its location has baffled investigators, sparking the search covering more than 200,000 square kilometers, or 77,220 square miles, of the Indian Ocean seabed. Alhough more than 20 items of debris suspected or confirmed to be from the aircraft have washed ashore on coastlines across the Indian Ocean since then, the body of Boeing 777 has never been found.
