The solar duties are separate from tariff hikes imposed by the Trump administration starting in July on Chinese imports in response to complaints Beijing steals or pressures companies to hand over technology. The U.S. president has recently threatened more tariffs on Canada's auto industry.

In the latest development, Turkey announced Wednesday that it will increase tariffs on US imports including rice, vehicles, alcohol, coal and cosmetics, in response to Trump's decision last Friday to double the tariffs on Turkish steel and aluminum.

The Commerce Ministry said Wednesday the 30 percent tariffs announced in January violate WTO rules and improperly help US producers.

China's commerce ministry said: "As the USA violations have severely distorted the global market for products like photovoltaics and seriously damaged China's trade interests, China's use of the WTO dispute settlement mechanism is a necessary measure to safeguard its legitimate rights and interests and..." US officials say such action is necessary because the WTO lacks the ability to address Chinese trade tactics. "This kind of abuse of safeguard measures not only hurts the legitimate rights and interests of China, but also affects the seriousness and authority of WTO rules", the spokesperson said. The next round of increases threatened by both sides is due to take effect next week. If those fail, the case moves to a panel of experts who can decide whether the trade controls are improper.

Another round of USA tariff hikes on $16 billion of Chinese goods is due to take effect August 23.

The United States and China have slapped tit-for-tat tariffs on tens of billions of dollars worth of goods from each country, with another round of levies scheduled to being next week.

After the application of these first taxes, China responded with a package of tariff countermeasures of equal weight to products of the North American nation.
