Trump's EPA releases Affordable Clean Energy Rule

The Affordable Clean Energy rule, unveiled Tuesday by the U.S. Environmental Protection Agency (EPA), gives states more freedom to decide how power companies reduce the pollution blamed for climate change, even though many power companies and states are already on track to meet tougher requirements.

The proposed ACE rule will now undergo a public comment period before being finalized. By contrast, the EPA says that the new rule would reduce carbon emissions from the power sector by just 1.5 percent (PDF).

On the campaign trail in 2016, Trump promised to repeal Obama's rule, called the Clean Power Plan. Second, it gives states greater authority in meeting emissions targets for their respective power plans.

Trump is expected to promote the new plan at an appearance in West Virginia, a top coal-producing state, on Tuesday.

The Trump administration on Tuesday moved to prop up the declining coal industry with an overhaul of Obama-era pollution rules, acknowledging that the increased emissions from aging coal-fired plants could kill hundreds more people annually and cost the country billions of dollars. The Trump administration's analysis found that 48,000 new cases of what it describes as "exacerbated asthma" would occur each year by 2030.

"This alleged plan does nothing but blow smoke while we eat it", he said.

The new rule is a dramatic departure from the Obama-era measure that it replaces. It would mean more climate-changing pollution from power plants.

Stevens says if the Clean Power Plan was implemented, it would have decreased the use of IN coal by about 10 million tons - resulting IN the loss of thousands of coal mining jobs.

Bill Sherman, the state attorney general's counsel for environmental protection, said Washington would likely join other states in a lawsuit after the rule allowing for more coal burning is final.

"When an agency wants to do something that's harmful to the American people, it typically tries to hide it", said Richard Revesz, director of the Institute for Policy Integrity at the New York University School of Law. By 2030, carbon dioxide levels would be between 0.7% 1.5% lower than they would have without any regulation in place, according to an EPA analysis.

In a statement Tuesday, Bill Wehrum, assistant administrator for the Office of Air and Radiation, said, "EPA has an important role when it comes to addressing the Carbon dioxide from our nation's power plants".

Trump has vowed to end what Republicans call a "war on coal" waged by Obama.

"I think the challenge that we're facing with climate change is enormous and it is requiring us to rethink how we get our electricity and how we use energy", said Christy Goldfuss, senior vice president for energy and environment policy at the Center for American Progress.
