Fixed odds betting on the race was suspended yesterday afternoon until the barrier draw event, due to risks of a security breach.

The protesters gathered on the stairs and along the boardwalk around 7.30pm, chanting "shame on you" as they used torches and mobile phone lights to disrupt the 6-minute projection of the Everest horse race contenders.

With 2GB breakfast host Alan Jones at the centre of the storm - for stridently advocating for the use of the Opera House to promote the Everest Horse Race and calling upon its CEO Louise Herron to be sacked - Goa has produced boards offering him free use of its "real billboards".

Brisbane-based outdoor operator, Goa, has dived into the controversial debate over Racing NSW's upcoming use of the Opera House as a billboard.

The movement is part of the backlash following NSW premier Gladys Berejiklian agreeing to let Everest project the ad.

They also beamed the message on the NSW Art Gallery and NSW Parliament House just for good measure.

"We don't really have any expectations other than what I mentioned - having a bit of fun with our audience", he said.

At the same time in Melbourne, Victorian Premier Daniel Andrews's Facebook account trolled the advertisement, and Sydney itself, with one smug post that said: "Look, I don't think advertising belongs on the Opera House either".

Almost 3000 people are also expected to attend a protest at that time to disrupt the Everest projection with torches and mobile phone lights.

In the letter, Heritage Council chair Stephen Davies said the decision goes against existing management policy and may impact the UNESCO expectation for World Heritage sites.

It should be noted that Herron was upholding the statute of the Opera House in doing so.

Mr Quint said the legal exemptions allowing projection onto the sails made clear that they must be "non-commercial occasions of brief duration". The guidelines have always been stretched in the part and the commercialisation of the Opera House has always been there.
