Comey will appear before several House panels on Monday with Republican's agreeing he will be able to openly talk about the discussions following the completion of his testimony.

Comey is expected to be questioned about decisions made by the FBI in 2016, including a call not to recommend criminal charges against Democrat Hillary Clinton for her use of a private email server and the FBI's investigation into potential coordination between Russian Federation and Republican Donald Trump's campaign. "Mr. Comey should agree to these terms and see that we have the same goal, which is to find the truth and seek transparency". But ahead of an expected ruling, he said Sunday that he would submit to the interview and touted the offer of a transcript release.

"The counsel for the House and the counsel for Mr. Comey have been working cooperatively, and I expect that will happen".

Comey and the Republican lawmakers reached the new agreement the day before lawyers were to appear at a court hearing. He dropped his legal fight against the subpoena on Sunday, compelling him to testify behind closed doors. And it says he was "personally involved" with the Russian Federation probe and "signed off" on the surveillance warrant for Trump advisor Carter Page, who came under scrutiny for his Russian Federation ties during the campaign.

But Thomas Hungar, a lawyer for the U.S. House of Representatives, said a 1975 Supreme Court case known as Eastland v. U.S. Servicemen's Fund made it clear that the Speech or Debate Clause in the U.S. Constitution provides for complete immunity for the issuance of such subpoenas. Bob Goodlatte, decried Comey's use of "baseless litigation" and called it an "attempt to run out the clock on this Congress", a reference to the few weeks left before Democrats take control.

Comey has received a subpoena from the Republican-led House Judiciary Committee before.
